Consiglio Regionale approva modifiche alla legge urbanistica
Approved by the Regional Council the amendments to the Law for the territorial government (Regional Law 12/2005), which provide, among other things simplification of planning tools for small municipalities, especially those with less than 2000 inhabitants and below 15 000. In essence
for 659 municipalities (under 2000 inhabitants) is now possible for a single document instead of three currently required: Paper Plan, the Plan of Services and Plan Rules. The other 792 municipalities, those with a population between 2,000 and 15,000, however, will benefit from simplifications based on an explicit prediction rules of the Board, after consultation with the Council Commission.
Among other legislation vetted the Regional Assembly, one that identifies the areas to be allocated to the camps - for the achievement and maintenance will be required the consent of neighboring municipalities and the provision in the Plan of the Government of the Territory - and that that prohibits building houses of worship, if these areas are not specifically identified in the urban planning instruments.
Via libera inoltre alla realizzazione di opere di mitigazione ambientale in presenza di nuove infrastrutture di mobilità, al divieto di edificare nei pressi di autostrade e ferrovie, al recupero di aree degradate o dimesse in collaborazione con le Province e gli altri enti locali e alla costruzione nelle zone agricole di edifici di piccole dimensioni, solo se utilizzati ai fini della manutenzione del territorio boschivo e rurale. Nel campo dell’edilizia residenziale pubblica viene introdotto l’obbligo di individuare le aree destinate all’Erp e vengono previsti sconti degli oneri di urbanizzazione per i progetti di housing sociale.
Infine è potenziato l’Osservatorio permanente della programmazione territoriale, costituito dal Regional Council on a proposal by the Executive, which will replace the Authority for spatial planning.
